Request for Proposals
HTA regularly issues open solicitations – Requests for Proposals (RFP), Requests for Qualifications (RFQ) and Invitations for Bids (IFB) – to secure professional services from qualified contractors in support of HTA’s mission on behalf of the State of Hawai‘i.
HTA is committed to a solicitation process that is comprehensive, fair and impartial. The process is overseen by an attorney trained in government procurement and contracts. All applicants are subject to the same rules and restrictions to ensure the integrity of the process. Evaluator identities are kept confidential during the procurement process, and individual evaluator scores are not shared in order to avoid undue influence. Proposal requirements and the steps in the evaluation process are explained in detail to prospective applicants, and the applicants who do not win are provided with their final evaluation score breakdown in comparison with the winning score in order to provide context and to ensure transparency. Through its commitment to integrity and transparency, the HTA is able to gain trust in the vendor community thus increasing competition, resulting in better quality and value for the State of Hawai‘i.

The State has established the Hawaiʻi Awards & Notices Data System (HANDS) and the Hawaiʻi State eProcurement System (HIePRO) to promote an open and transparent system for vendors to compete for state contracts electronically. A list of active solicitations is below.
HTA RFP No. 25-11 Request for Proposals for Hawai‘i Convention Center Rooftop Terrace Deck Repairs (HANDS)
The HTA solicits bids for the Rooftop Terrace Deck Repairs and Remodeling (Project) pursuant to Hawaiʻi Revised Statute 103D-303. The Project consists of repairing and remodeling the 4th level roof-top pedestrian terrace deck.
HTA RFQ No. 25-12 Request for Quotations for Visitor Assistance Program (VAP) Maui County (HIePRO Solicitation No. Q25002223)
The HTA seeks a contractor to provide services to visitors on the islands of Maui, Molokaʻi, and Lānaʻi who have encountered adversity while vacationing on our islands.
HTA RFP No. 25-14 Request for Proposals for Facilitation of Community and Visitor Industry Convenings to Inform Tourism Plans (HIePRO Solicitation No. P25002295)
The HTA solicits proposals from qualified companies to provide facilitation support in convening community stakeholders, industry leaders, and the public sector. These convenings aim to inform the writing of the HTA 2026-2030 Strategic Plan, six (6) Destination Management Action Plans (DMAPs), and an update to the Tourism Functional Plan.
HTA RFP No. 25-15 Request for Proposals for Development of HTA Tourism Strategic Plan 2026-2030 (HIePRO Solicitation No. P25002296)
The HTA solicits proposals from qualified companies to assist with updating its Tourism Strategic Plan 2026-2030. The Tourism Strategic Plan process will include performing an analysis of current conditions to identify problems and opportunities, bringing together public and private tourism, hospitality, and community leaders to update HTA’s current Tourism Strategic Plan for the years 2026-2030.
HTA RFP No. 25-16 Request for Proposals for Development of Destination Management Action Plans (DMAP) 2026-2028 (HIePRO Solicitation No. P25002297)
The HTA solicits proposals from qualified companies to assist HTA in working with the visitor industry and communities across the state to develop six Destination Management Action Plans (DMAPs) that set the strategic direction and management for tourism on the islands of Kaua‘i, O‘ahu, Maui, Moloka‘i, Lāna‘i, and Hawai‘i Island over a 3-year period.
